The Forum, organised by the Standing Conference of Towns and Municipalities (SCTM) in cooperation with the Serbian Ministry of Foreign Affairs under the Serbian CEI Presidency, brings together national associations of local and regional authorities from CEI Member States to discuss multilevel governance, decentralisation, and CEI instruments that support local cooperation.
