CERT Forum in Belgrade highlights the role of rural tourism in building resilient communities

On 15–16 April 2025, the Central European Rural Tourism Forum (CERT Forum) was held in Belgrade, Serbia. The event brought together representatives of regional and local tourism organisations, public institutions, experts and practitioners from CEI countries and the Western Balkans, with the scope to strengthen knowledge exchange and cooperation among local and regional actors involved in rural tourism.

The Forum, organised by the Center for Tourism Research and Studies (CTRS), provided a dedicated platform for discussing current challenges and opportunities in rural tourism development. The event focused on branding, marketing, sales strategies and the role of local stakeholders in shaping resilient destinations. The programme featured thematic sessions on digital promotion, destination management, cooperation with the private sector and internationalisation through regional initiatives.

Discussions explored modern approaches to rural tourism, including the use of digital tools to enhance visibility and attract visitors, the development of competitive and authentic tourism products, and effective cooperation between local tourism organisations, businesses and public authorities. Case studies and expert contributions highlighted good practices from across the region.

“Migration from rural to urban areas has strained cities, increasing demand for services and resources while exacerbating issues such as inequality, unemployment and climate change. Rural areas play a crucial role in food production and resource management. Transforming rural and underdeveloped areas into smart, liveable places is essential for creating resilient communities.”

By fostering dialogue, peer learning and cross-border exchange, the CERT Forum contributed to strengthening institutional capacities, promoting sustainable rural tourism and supporting inclusive local development across the CEI region.
