Summer seminar in Albena: strengthening dialogue on governance, regional resilience and anticipatory action in Central and Eastern Europe

On 8 - 12 June 2026, the XXVI Summer Seminar for Young Public Policy Professionals took place in Albena, Bulgaria. Organised by the Economic Policy Institute (EPI), the event brought together young professionals, experts and policymakers from across Central and Eastern Europe. The CEI – Executive Secretariat contributed to the opening of the event through a welcoming message on behalf of the Secretary General Franco Dal Mas.

Held under the theme "Strategic Visions for Central and Eastern Europe (CEE) in the Polycrisis Era", this year's edition aimed to co-create strategic visions for the future of the region amid growing uncertainty and overlapping crises. Through collaborative foresight and scenario-based discussions, participants explored strategic responses to some of the most pressing political, economic and security challenges facing the Region.

The programme combined discussions on regional governance, European and international affairs, economic developments and security issues with interactive team-based exercises designed to strengthen practical policy-making skills.

Highlights included a study visit to the Nikola Vaptsarov Naval Academy in Varna, featuring an expert lecture on Black Sea regional security, a workshop on data-driven and AI-based solutions for the public sector, and a dedicated series of Strategic Foresight sessions. The seminar concluded with the CEE Futures Forum, where participant teams presented future scenarios for the region and exchanged views with leading experts on long-term policy priorities.

By bringing together emerging professionals and senior experts, the Summer Seminar further strengthened regional dialogue and cooperation. Through its support for the initiative, the CEI reaffirmed its commitment to promoting regional collaboration and fostering more anticipatory and resilient approaches to governance in Central and Eastern Europe.
