Italy commits over EUR 2.1 million to new Technical Cooperation Projects

The Office for the CEI Fund at the EBRD has announced the approval of eight Technical Cooperation (TC) projects, financed by Italy through its 2026 contribution to the Fund, for a total value of EUR 2,155,000.

These initiatives are part of the donor-supported framework through which the EBRD prepares and implements its investment and non‑investment operations. By supporting project preparation, institutional strengthening and regulatory improvements, Italy continues to enhance the impact of the Bank’s activities across the CEI region.

The newly approved TC projects will provide grant-based assistance to public institutions, utilities and transport operators. They aim to improve operational performance, strengthen governance, support investment readiness and facilitate the adoption of modern, transparent and EU‑aligned practices. Activities will include feasibility studies, corporate development programmes, capacity building, advisory services and implementation support.

Several of the projects are directly linked to major EBRD investment operations in energy transition, municipal infrastructure, transport safety, agrifood trade facilitation and climate‑aligned market development, with a combined linked investment potential of over EUR 450 million.

“Technical Cooperation remains a central instrument of the CEI Fund at the EBRD,” said CEI Secretary General Franco Dal Mas. “Through Italy’s contribution, we continue to strengthen institutions, improve service delivery and support the preparation of impactful investments across our Member States.”

Approved Technical Cooperation projects
  • Tuzla CHP Biomass Conversion – Just Transition Programme (Bosnia and Herzegovina) supporting the national electricity company in managing the workforce and social implications of converting a coal‑fired unit into a modern biomass plant, with a focus on organisational capacity, skills development and inclusive transition measures.
  • Živinice Water and Wastewater Corporate Development Plan (Bosnia and Herzegovina) assisting the municipal water utility in strengthening financial sustainability, operational performance and governance ahead of a major water and wastewater investment programme.
  • Moldova Solid Waste – Project Implementation Support (Moldova) enhancing the capacity of the Ministry of Environment and regional operators to implement Moldova’s large‑scale solid waste investment programme, including procurement, contract management and environmental and social compliance.
  • A1 Motorway Tunnel Risk Assessment (Montenegro) conducting a full safety assessment for the transport of dangerous goods through the A1 motorway tunnels, defining tunnel categories, comparing alternative routes and identifying required technical and operational measures.
  • Freight Rolling Stock Renewal – Corporate Development Programme (North Macedonia) supporting the national railway operator in improving operational efficiency, financial sustainability and readiness for new locomotives and modern management systems, including tariff methodology, service contracts and digital preparedness.
  • Market Feasibility Study for Biomethane (Serbia) assessing Serbia’s potential for developing a biomethane market, analysing regulatory frameworks, feedstock availability, infrastructure and demand, and identifying investment opportunities for upgrading biogas plants and developing new facilities.
  • Project Implementation Support – Rivne Regional Water and Wastewater Project (Ukraine) strengthening the implementation capacity of Rivne’s water utility to deliver an EBRD‑financed investment programme, with support for procurement, contract management, environmental and social compliance and preparation of a municipal service contract.
  • Enabling Expansion of Agrifood Trade in the Western Balkans (Regional) improving regulatory efficiency, transparency and harmonisation of agrifood trade procedures across Western Balkan economies, strengthening inspection systems, laboratory capacity, customs risk management and private sector compliance.
