Regional cooperation among parliaments in South-Eastern and Eastern Europe continues to grow under a Know-how Exchange Programme (KEP) project, funded by Italy through the CEI Fund of the EBRD and implemented by the Italian Chamber of Deputies. It focuses on strengthening the legislative, oversight, and administrative capacities of parliaments in Albania, Bosnia and Herzegovina, North Macedonia, Moldova, Montenegro, Serbia, and Ukraine.
Launched earlier this year, the initiative provides a structured platform for peer-to-peer learning and institutional dialogue, helping parliamentary administrations to share good practices and reinforce their contribution to the EU integration process.
In the initial phase, representatives of the beneficiary parliaments and the Italian Chamber of Deputies defined the roadmap for joint activities and discussed priorities to guide the next stages of cooperation.
As part of the ongoing implementation, a series of workshops and thematic exchanges are planned to take place, focusing on key aspects of parliamentary management and democratic governance.
A new milestone was reached with the online workshop held on Monday, 27 October 2025, which gathered participants from all partner parliaments to discuss issues of mutual relevance and identify common approaches to institutional strengthening.
Officials from the EU Affairs Department of the Italian Chamber of Deputies shared with colleagues from the beneficiary parliaments how the Italian Parliament transposes European Union law into the national legal system, highlighting the role of national parliaments in the domestic implementation of EU legislation and case law. The meeting also offered the opportunity to explore the legislative and oversight tools used by the Italian Parliament and provided an overview of the mechanisms for coordinating and exchanging information on the implementation of EU law, as well as the management of infringement and pre-infringement procedures.
The workshop was based on the responses provided by the participating parliaments to a questionnaire distributed by the Chamber of Deputies, aiming to best address their needs, share good practices, and strengthen opportunities for mutual networking and collaboration.
Through this initiative, the CEI and Italy reaffirm their joint commitment to fostering effective parliamentary institutions, regional cooperation, and democratic resilience across the Western Balkans, Moldova, and Ukraine.
