"I believe it makes sense to discuss both countries together," said Günther Krichbaum, Germany's Minister for Europe, adding that "it is also very important to send a clear signal to Ukraine, because Ukraine also needs support, especially now." "Unfortunately, we do not have a consensus because Hungary does not support opening the so-called Cluster 1 for Ukraine," he explained, adding that "there may be solutions to provide a clear answer."
