On 25 June 2026, Secretary General Franco Dal Mas took part in the Ukraine Recovery Conference 2026 (URC 2026) in Gdańsk, Poland, the leading international conference dedicated to Ukraine's reconstruction, organised by the Governments of Ukraine and Poland.
During the plenary session, Dal Mas reaffirmed that Ukraine's reconstruction represented a challenge for the whole of Europe, requiring a shared commitment from international institutions, national and local authorities, and the private sector.
"Ukraine is not only rebuilding its cities, infrastructure and energy system. It is helping to build the future of Europe. This is why, when we speak of Ukraine's reconstruction, we are speaking of the future of our continent," Dal Mas underlined. "It is about building a more modern Europe, a wider, stronger space, founded on respect for freedom and the rule of law. In this context, the accession of Ukraine, Moldova and the Western Balkans does not represent simple enlargement of the European Union, but the advancement of Europe's reunification process. It is clear to everyone that today, defending Ukraine coincides with defending Europe itself," he added.
In his address, Dal Mas also described Ukraine as the most resilient country in Europe, shown by its population and institutions in withstanding Russian attacks while continuing on its path towards the European Union.
"If today we ask which is the most resilient country in Europe, there is only one answer: Ukraine. Despite the relentless attacks on its energy infrastructure and the devastation caused by the war, it has shown extraordinary resilience, determination and confidence in its European future. It is now unthinkable to imagine Europe's security without Ukraine," Dal Mas underlined.
Through its participation in URC 2026, the CEI has confirmed its commitment to supporting Ukraine through political dialogue, regional cooperation, technical assistance and its own operational instruments, thus contributing to strengthening the country's resilience and advancing its path towards European integration.
