On 8-9 October, the CEI – Executive Secretariat participated in the 10th Council of Europe’s Conference of Ministers responsible for Youth, held in La Valletta under the theme “Young People for Democracy: Youth Perspectives in Action”.
Hosted by the Maltese Presidency of the Council of Europe, the conference gathered Youth Ministers and senior officials from 48 countries across Europe - including CEI Member States - alongside representatives of youth organisations and international institutions.
Prominent speakers included Federica Mogherini, former Vice-President of the European Commission; the Secretary General of the Council of Europe, the President of the CoE Parliamentary Assembly and the President of the Congress of Local and Regional Authorities; the European Commissioner for Intergenerational Fairness, Youth, Culture and Sport; and the President of the European Youth Forum.
Discussions focused on embedding youth perspectives into policymaking, empowering young people as active agents of democratic change, and promoting inclusive, participatory approaches to civic and democratic engagement. The Conference also served to equip policymakers with practical tools to co-create youth-centred policies across all levels of governance.
The CEI reaffirms its commitment to advancing youth empowerment and meaningful participation across its Member States, in line with its political mandate and the priorities of the CEI Youth Agenda.
The high-level gathering culminated in the adoption of the Final Declaration and the Resolution on the Council of Europe's Reference Framework on Youth Perspectives, reaffirming the collective commitment to promoting the participation of young people in democratic processes.
The next Council of Europe Youth Ministerial Conference will be held in Luxembourg in 2028.
