Sarajevo Airport Masterplan study

Summary Description: Sarajevo International Airport (SIA) suffered almost complete destruction during the war. Within its Emergency Transport Reconstruction Project the Bank recognised the need to streamline the reconstruction and development of SIA based on realistic traffic forecasts and the expected role of the SIA in the overall transport sector of Bosnia and Herzegovina. In this context, the primary objective of this TC assignment was to prepare a Master Plan for medium term (until 2008) and long term (up to 2020) development of the Sarajevo International Airport. The assignment included preparation of Preliminary Design for the medium term development with estimation of related investment costs.   In addition to EBRD several donors were involved in the reconstruction of SIA: the European Union, governments of The Netherlands, Norway, Italy etc. Preparation of the Master Plan was, thus, a prerequisite for proper utilisation of grants. Furthermore the development of the airport had to be harmonised with the overall urban development plans for Sarajevo, the capital of Bosnia and Herzegovina.   Main Achievements The Master Plan, which resulted from this project, was a valuable document for the reconstruction purposes and served as an important guide for future investments and development of SIA. Sarajevo International Airport became a modern airport with traffic of about 300,000 passengers per year. Most importantly, however, it became at the time of its completion one of the few profitable state owned companies.   This TC helped make the airport functional as soon as possible in order to open it for scheduled passenger traffic. Components already finalised (the runway, apron and apron equipment) through EBRD financing had to be harmonised with the Master Plan since the plan was more important for the subsequent investments (e.g. the main terminal building and the auxiliary buildings).   A final accomplishment of the TC was that its results were very much reflective of the teamwork that had gone into them: the consultants’ work was continuously scrutinised by the relevant institutions and individuals.  

The Master Plan is known as the "CEI Master Plan" and the Main Terminal Building opening ceremony, which was attended by local officials and many representatives of the international community, also highlighted the Initiative’s role in the grander reconstruction project.
