Albania - rehabilitation of road network

Summary Description: The purpose of this project was to contribute to the rehabilitation and upgrading of a high priority section of the East-West road corridor linking Albania with Macedonia. The TC co-financing a contract for civil works for the rehabilitation and upgrading of the first 8 km of road between Elbasan and Librazhd, known as the Elbasan "bypass".   Main Achievements The CEI project was important to complete the financing for this project as the "bypass" of Elbasan served a critical purpose. The civil works contract provided benefits to Elbasan, both to its local citizens and to the travelling public.   This project was also successful because of its immediate impact generated by the following facts:
  • all the sub-contractors and suppliers of specialist items, such as concrete deck beams, were Albanian firms
  • for most of the duration of Contract A, it provided employment for 60-80 local labourers and plant operators
  • the urban environment of Elbasan has been substantially improved and there is a generation of economic activities along the Bypass.
 

However, the civil works achieved substantial completion 35 weeks later than originally planned due to delays arising from expropriation problems and adverse weather. The Client also instructed some additional works, in particular, a new underpass and upgrading of the Cerrik Road junction.
