International Master’s in Public Procurement Management: CEI Fund at the EBRD Supports Participants from Non-EU CEI Countries

On 2 April 2013 the opening ceremony of International Master’s in Public Procurement Management was held in Rome, Italy, at the University of Tor Vergata.

The major objective of the Master’s is to provide training aimed at finding solutions to problems related to procurement issues that may arise in highly dynamic markets such as those typical in transition of the countries of operation of the EBRD. The course also contributes to the improvement of public governance in these countries as an efficient management of contracts and public tenders promotes good governance.

Thanks to the contribution of the CEI Fund at the EBRD, entirely financed by Italy, seven professionals from CEI countries not part of the European Union have the chance to attend the Master’s. “We are very proud to say that, thanks to this pilot operation, the CEI Fund at the EBRD will contribute to the transition of the CEI non- EU countries in the form of knowledge of best international procurement practices which would enable the Master’s participants able to influence development of their national procurement legislation and regulations to reflect those best practices”, emphasises Mr Guido Paolucci, Programme Manager of the Office for the CEI Fund at the EBRD.
The Programme is made up of an interdisciplinary content and is intended for public officials who are already working in procurement, as well as young students wishing to pursue a career in this field. In addition to the Faculty of the University of Rome Tor Vergata, professionals EBRD will contribute to the 12 training modules. They will learn the main concepts of procurement such as strategic tools for purchasing procedures, the procurement rules, the public/private financing to projects, ethical issues in the areas of procurement, market economic analysis.   According to Prof Gustavo Piga, Director of the Master’s, the course represents “a challenge for the Italian country system: to prove its undeniable ability to train new skills in the field of public procurement and at the same time weaving new or deeper ties with the senior public officers of the nations represented in this Master’s”.

The Master’s is financed by Italy-sponsored CEI Fund at the EBRD finances with € 40,000. Additional resources are made available by the Italian Ministry of Economy and Finance, Italian Ministry of Foreign Affairs, and the EBRD.
