Know-how Transfer between Poland and Ukraine for Improving Good Governance Capacity of Local Administration

In March 2013 a series of trainings held by Polish and Ukrainian experts were organised in the framework of the Know-how Exchange Programme Project “Performance Budgets in Cherkasy and Vinnitsa -Support for Good Governance and Financial Transparency of Local Governments in Ukraine” co-financed by Italy and Poland and supported by the European Commission.
 
Over 80 representatives from Vinnitsa were involved in the trainings, such as local deputies of different political affiliation and of public utility agencies and NGOs dealing with municipalities. Participants were introduced to matters related to budget performance and citizens’ participation in budget monitoring and implementation.
 
The project aims at strengthening the good governance capacity of local administration and NGOs of Vinnitsa and Cherkasy regional capitals as well as financial transparency in the management of those cities based on experience of  performance-based budgeting introduced in Polish cities, especially in Krakow.
 
The activities include a series of trainings and seminars in Ukraine, consultations, study visits in Poland, internships in Krakow, mid-term external evaluation, case studies, sub-granting, public debates and final conferences in Cherkasy and Vinnitsa. Four introductory trainings are envisaged to be organised in Cherkasy on 9-12 April 2013.
