TC Project
Summary Description: These two TCs aimed to design and supervise the Central European Transport Information Reporting (CETIR) System, a software and database on transport. CETIR was planned to provide a comprehensive database, software, hardware, training, and a network of cooperating organisations, for transport planning in the region, particularly useful for feasibility studies of sections of the Pan-European multimodal transport corridors. The overall objective was to provide all CEI countries with the CETIR database for free. Expected deliverables included software and training aimed at supporting transport investment in the region. The first phase of the TC operation covered the design and supervision part of the larger CETIR TC project. Through the CEI-PS, the EBRD became an active participant in the CETIR programme, as an expected source of finance for the construction of networks recommended by the study and a potential user of the CETIR database in connection with future relevant EBRD projects. Phase 2 was meant to deliver a sustainable CETIR. Main Achievements The project successfully achieved the objectives of Phase 1 – System design – in the form of five technical reports, which specify the CETIR database, the available data sources, and the required future work. The preliminary design of the CETIR system was completed and given to the main consultant with all steps of the work having been supervised. Seminars in Budapest and other locations illustrated the CETIR design and general organisation to representatives of the CEI countries. Cooperation had started developing with international organisations, national institutions and offices and consultants engaged in the related projects.
Phase 2 of the project – Software development; Data collection, input – ran into problems as broad strategies changed and the EBRD did not eventually request the application of the database to Transport projects. Therefore, the project changed course to make the database cover a wider field of interest to the EBRD, rather than just transport. Furthermore, there was hope for the application of the database to requests by important EBRD partners. However, no pressing demand has been made for this development, and therefore the TC was completed as a software design and might be reactivated if a strong demand would materialise again.
