Summary Description This project is aimed at helping the EBRD carry out a pre-assessment of sustainable energy investment potential in Belarus by engaging a consultant to design and compare market-based financing mechanisms for energy efficiency and renewable energy projects in the country in the form of a Market Demand Study.   Justification and purpose of the TC: This Market Demand Study should review the sustainable energy investment potential in Belarus and is intended to supply sufficient information to guide EBRD through the design of market-based financing mechanisms for energy efficiency and renewable energy projects in Belarus. Thus, the Study should provide adequate information to ensure that EBRD specialists fully understand the local sustainable energy market. It should identify barriers to sustainable energy investments and provide recommendations for overcoming them, as well as, appraise opportunities to promote market-based financing mechanisms to Belarusian financial institutions and/or to end-users in the industrial, commercial, public/municipal service and residential sectors. The Study will be used to identify local engineering capacity and existing and/or potential market for Energy Service Companies (ESCO). Lastly, the Study should provide the EBRD with financial recommendations on structuring credit lines, direct lending facility and direct financing as well as carbon financing for energy efficiency and renewable energy projects; and technical recommendations on setting assistance objectives to ensure the successful implementation of a market-based financing mechanisms for energy efficiency.   The Market Demand Study is expected to cover the following sectors: energy sector, industrial sector, residential sector, commercial sector, public and municipal infrastructure sector, renewables, and carbon finance. It will inform about the current state of technology; the recent trends in investments in the sector, including identifying the main investors (private/public, sector, etc.); the availability of financing for asset renewal with energy efficiency components; and the eventual barriers to further development of the relevant sector and a description of bottlenecks that the EBRD cannot address.  

The Market Demand Study is expected to include also a brief survey among various stakeholders with the aim to assess energy awareness in the market, energy efficiency cost saving potential, readiness to undertake sustainable energy projects, and perceived need for technical assistance and/or grants.
