The project used "peer-review" methodology, drawing upon best practice in regional economic development in the regions of Central Europe. The project consisted of 3 pilot peer reviews which took place in the regions of Odessa (Ukraine), Dubrovnik-Neretva (Croatia) and Alba (Romania). Multinational review teams of economic development experts from Central European regions undertook study visits to these host regions and provided advice on enhancing regional economic development policies and practices. The teams had face-to-face meetings with their counterparts in the host regions and produced comprehensive reports including recommendations on further measures to enhance economic development in the host regions. Each review was tailored to the specific economic situation of the host region, and focused on areas of particular interest or concern to the host region.
