
(ANSA) - SARAJEVO, AUG 23 - In Republika Srpska (RS), the Serb-majority entity of Bosnia and Herzegovina, a referendum sought by Bosnian Serb nationalist leader and president of the entity Milorad Dodik will be held on Oct. 25 against decisions deemed hostile to him recently adopted by the Sarajevo court and the Central Election Commission. This was decided late in the evening by the RS parliament at the end of a long session that lasted the entire day. The question that will be put to the Bosnian Serb voters will be - 'Do you accept the decisions of the unelected foreign national Christian Schmidt (the International High Representative in Bosnia and Herzegovina whose legitimacy Dodik and the Bosnian Serbs do not recognize, ed.) and the unconstitutional rulings of the court of Bosnia and Herzegovina pronounced against the president of Republika Srpska, as well as the decision of the Central Election Commission to revoke the mandate of president to Milorad Dodik?' The Election Commission's revocation of the presidential mandate came after the confirmation on appeal of Dodik's sentence of one year in prison and six years' disqualification from all political activities and offices for repeated disobedience to the High Representative's resolutions. An appeal against that revocation had been dismissed. Dodik avoided imprisonment by resorting to the possibility, provided by Bosnian law for sentences of up to one year, of commuting the prison sentence to a monetary fine. And he had paid for it the consideration of more than 18,000 euros. He had at the same time reiterated that he had no intention of leaving his position as president of Republika Srpska and that he would appeal to the Bosnian Serb population with a referendum, from which he said he expected a massive 'no' vote on the question. The constitution of Bosnia and Herzegovina does not provide that a lower level of government, such as the entity of Republika Srpska, can independently hold a referendum on decisions of the state institutions of Bosnia and Herzegovina, and therefore the question of the legality of such a referendum process arises. High Representative Schmidt has not yet reacted to the announcement of the referendum sought by Dodik. At the same time, the Bosnian Serb parliament, in its session today, ruled out any possibility of calling early elections for the president of Republika Srpska, after Dodik's mandate was revoked, and approved the resignation of the entity's premier Radovan Viskovic announced in recent days.
