KEP Italy: training on financial transparency, monitoring and reporting in budgeting process in Kyiv

The Polish-Ukrainian Cooperation Foundation PAUCI conducted a training course on performance-based programme budgeting as a tool for good governance and financial transparency in Kyiv on 16-17 October, 2014.
 
The course was organised in the framework of the Polish-Ukrainian Cooperation Foundation PAUCI Project entitled "Performance budgets in Cherkasy and Vinnitsa - support for good governance and financial transparency of local governments in Ukraine" co-financed by the CEI, thanks to a Polish contribution to the CEI Know-how Exchange Programme, and by the CEI Fund at the EBRD, entirely financed by Italy. The assignment is also financed by the European Union. 
 
The project aims at strengthening good governance capacity for the local administration and NGOs of the regional capitals Vinnitsa and Cherkasy and at strengthening financial transparency in the management of those cities centered on experience of performance-based budgeting already introduced in Polish cities.
 
The participants were local officials from Vinnitsa and Cherkassy and NGO representatives who are implementing projects financially supported by PAUCI and aimed at increasing financial transparency of local authorities and public participation in budgeting processes.
 
The trainees obtained knowledge about performance (programme) budgeting and gained practical skills regarding developing indicators on implementing programme budgeting, budget monitoring and reporting from a Polish expert who shared the experience of the City of Krakow.
