The EU's high representative for foreign policy, Josep Borrell, wrote on the eve of the new round of negotiations with the leaders of Serbia and Kosovo. The implementation annex is considered an integral part of the EU proposal to normalize relations between the two countries. Therefore, the EU intends to finalize the protocol to normalize "the lives of the people in the region" and "pave the way for Kosovo and Serbia toward EU membership," Borrell explains.
