The project, financed by the CEI Fund at the EBRD contributed by Italy, is a capacity-building action primarily aimed at supporting the Albanian Energy Regulatory Authority in the creation of a well-functioning wholesale electricity market in the country including the entry into full operation of ALPEX (the Albanian Power Exchange).

The project is led by the Balkan Energy School (BES), an association of energy regulators whose members are ARERA (Italy), DERK (Bosnia and Herzegovina), ERC (North Macedonia), ERE (Albania), and REGAGEN (Montenegro).

The project actions will be implemented in the framework of the integration of energy markets in the Western Balkans. Therefore, representatives of energy authorities from the Region will be involved in selected project activities as observers.
