An EU diplomatic source notes that, while the aim is to open these two clusters, but "the situation is still evolving." The issue of minorities is particularly sensitive in Hungary. The Rada is currently reviewing legislation that implements an agreement reached between Budapest and Kyiv and represents "an important step regarding Hungary's position on cluster opening," according to the source. "We understand that the Rada will examine this legislation by next Monday," stated the General Affairs Council on the eve of its meeting.
